Words from Chip regarding vote. 10/29/06 in Globe

Leonardo "Chip" Guercio, a Shirley selectman and a member of the
disposition executive board, said the late US House Speaker Sam Rayburn had
something to say about the worth of well-conceived plans:

"Any jackass can knock down a barn, but it takes a carpenter to build
one."

Guercio added, "I'm not passing judgment on what occurred in Ayer and
Harvard, but, rather, I'm saluting the carpenters of Shirley who
supported a good plan."
